Apparently, the improvement in crime, and the urban environment in general, welfare to name a few means nothing to you.

Crime is mostly a local issue. A big part of the reduction in crime and improvement in the urban environment is the policies of Guliani, and those who instituted similar ideas in other cities. Welfare reform was something that conservatives had been pushing for a long time, but at least Clinton didn't veto it.

What you mean is that there was no star wars program developed.

No, what I mean is there were no significant accomplishments. The items had nothing to do with Clinton; welfare reform was a Republican initiative that was co-opted by the Carville Media Machine. Clinton didn't do a damned thing to make welfare reform happen, and you know it. Improvements in crime and urban environment were going to happen, with or without Clinton, as part of the Bush (I) economic recovery that was underway when Clinton came to office (and that died before Clinton left).
