leave no child behind

That's Bush's phrase. I can't tell for sure, but he apparently left some child somewhere while on a campaign stop. He periodicly goes out looking for him but hasn't found him yet. I think he should ask Ashcroft.

Isn't that the NEA pet phrase?

That's a Bush phrase.

Governors have limited influence over economic realities in their states.

If there is one thing that States should have control over it's their education system. The Feds have no input into the school system budget [other than making available minimal earmarks]. The local school districts and States have total responsibility for their schools. If Dallas Forth Worth schools have a 50% drop out rate, there is no one to blame other than DFW and the great State of Texas.

Bush has taken credit for the education reforms in Texas....what he [and the conservative op-ed pieces] doesn't bother to mention is those education reforms left DFW with a 50% drop out rate [twice the national average].
