David, cultures are no longer geographic and defined by village boundaries, constant from one century to the next. SI culture is not geographic [just one example]. Ethnicity is not culturally-defining either [if ethnicity means DNA and not culture].

Culture is a function of the mind which in a polyglot and infinitely variable world is a matter of individual experience.
