I think "*overlay* the GSM RAN with a 1xRTT RAN" is a more accurate statement.

GSM1X is not an overlay or a replacement. It is a dual mode system that uses both GSM network BTS & air interface and 1X network BTS and air interface. The Tokyo slide show does a good job illustrating the network design. Everything hinges on the dual mode MSM6300 chipset. One handset will work equally well on either GSM or 1X networks.
