Legal drugs (tobacco, alcohol, prescription pharmaceuticals) are. All three individually are, I believe.

But the illegals? No, they are not... at least their consumption is not responsible for higher fatalities then guns.

He has stated that drugs only hurt those who take them. My position is that the people who either take drugs or shoot people (or both) are responsible for their behavior. I also believe that people who take drugs cause problems for other's. Still waiting to hear rich's defense of his position. Will be interesting to see how he supports his position if he decides he would like to try.
