WHOSE ballot is it on? Therein lies your answer.

Anyway, splitting a city or county for administrative purposes is entirely different from splitting a country. Cities are not sovereign entities.

GREAT IDEA! but everyone in LA county gets to vote.

So, lets vote on Kashmir's secession. One person one vote. Everyone in the region qualifies. That means Indians, pakistanis, India occupied Kashmiris and Pakistan occupied Kashmiris.
