The rich art and culture helped create an environment of education that allowed India to produce enough (despite its many problems) to fund an adequate defense, a defense much stronger than Pakistan's. Pakistan's poor tradition of intolerance and religious zealotry made it less equipped to create the output it needed to fund its "defense"(really it is more an "offense" in Pakistan's case). My point is not inconsistent with yours. Yes, defense is important, and a prerequisite. But the success of the overall society and its ability to function as a culture which creates things and develops its talents is dependent not only on defense but also on the arts and cultural achievements, many of which are government funded because they do not directly serve specific mercantile interests.
