I didn't remember it but reading the account I see the flight flew out of control for hours (from Florida to South Dakota). And I note the following statement in the Payne Stewart story:

ABCNEWS aviation analyst John Nance told ABCNEWS.com chat participants this afternoon, “There is no set procedure for the Air Force or Navy to scramble an armed fighter for [that purpose] & simply because it’s an unprecedented occurrence.”

I believe this means that Vidal's claim is incorrect.
