That is fine, but my specific comment intentionally made the point that it was where it came from that mattered. The US federal gov't is granted a set of restricted powers in the Constitution. Funding a guy taking photographs of men pissing on other men is not one of them.

Hey, buddy, the basis of democracy is that people DO know what their interests are- -short term, long term, and best.

A (rightful) distaste for communism keeps some people from agreeing to voluntarily share anything on a group basis.
You seem to want to share my wallet.

The only weapon a decent society may use against such fear is persuasion.
You may persuade all you want. Persuading state and local gov'ts is fine. If you can persuade all the way to a federal Constitutional amendment, you can get the whole thing.
