Like most scientific ideas, it had been proposed many times before someone (Darwin in its case) amassed enough evidence to get it taken seriously. At the time Darwin proposed it, Wallace was also on its tail. It was finding that out that got Darwin to publish "Origin of Species".

Maupertius: I'd heard of him, but not in connection with the Principle of Least Action. Least Action is almost a "rabbit out of the hat" approach to solving physics problems and has not been very popular because of that. Many mechanics texts don't even mention it. It had almost died out until Feynman and some others working on quantum physics found it could be highly useful in their problems.
