Interesting story. The DMV is one area of government where regularly people often run in to the obscure rules and inflexibility of government. Business owners, compliance officers, and a lot of people working for the government probably run in to this stuff all the time but most people, most of the time are only indirectly effected by the hassle of dealing with government regulations. The DMV is a good example (the IRS is another) of "government efficiency" to point to when someone says "The government should do..." or "We need to regulate..."
