I know one of our major causes of high medical care is the illegal alien problem. Perhaps the state would do better by putting a huge tax on pinto beans.

I think there was some study done that showed that smokers cost california much more than taxes ever bring in, because the % of smokers from low income backgrounds is higher and they tend to wind up on state funded medical programs when they eventually get sick.

But they tend to die younger which may save money.
