Smoking drops as price increases. That is a public health benefit.

So it's a good program?

Problem is they are addicted to the funds so as they increase tax it decrease's smokers which decrease's their funding, so they increase tax. Etc., etc, etc>

I am distressed with the tax rate in my home state but I truly pity any of you folks from CA.
