Yes he could have. He could have let the costs be passed to the consumer (something he ultimately did when it was too late),

That seems fairly simplistic to me. Fine if you are talking about mom and pop and their heating bills but what about Bank of America or countless other California corporations? Can these companies afford to pay 5x electric bills and stay online... brown outs aren't really feasible for a multinational corporation... what about cities and municipalities, just jack up their rates and drive some counties into bankruptcy? Can they turn off the electricity to the traffic lights etc?

The sad reality is, there are some things in the world such as police and fire protection, utilities/water etc. which are not served well by a free market system particularly when there is fraud on the other side. Maybe people don't agree with what Davis did to handle the crisis, but I certainly can see WHY he did it... his handling of the energy situation is nothing like the budget... in the case of the 2003 budget it was pure negligence and denial that got us into this mess... but the energy situation really had no right answers and you could make a case either way for any outcome.

Had he kept the state out of it, the people and businesses of CA would have seen their bills skyrocket and would have SCREAMED! How long would FERC and Bush have held up to the heat the 6th or 7th largest economy in the world could bring? Bank of America, Intel, Time Warner, Lockheed, ......

And does anyone believe that people would not have REALLY conserved? What we got were ads on TV to turn off the lights when we were not in a room. What would have happened if utility bills had shot up 3X or 5X?
