I think there has to be differences between the mental processes of different races quite beyond any pejorative insinuations. For example, the Inuit are capable of surviving in an environment that would kill almost every other race in the absence of technology. Some of their behavior is learned to be sure, but patience and many other mental attributes have to be higher because all members of their race who didn't have them wouldn't survive a few days, let alone a lifetime. On the other hand, Inuit can't drink alcohol without severe mental consequences. Alaska Natives of different groups such as Tlingit and Haida and some interior tribes have a much higher incidence of artistic ability than the general population. A colleague who dealt in native art told me that perhaps 30 percent of natives have artistic talent as opposed to a much lower percentage in the rest of us. Not all of this comes from environment and learning; some of it has to have come down through the genes of people who survived winter boredom by creating artwork. It would be difficult to tailor a test for every peculiarity of human intelligence. Perhaps it is more important to tailor the test so it measures ability to survive in the target environment.
