Generals (almost) always fight the last war. The Civil War was fought with 1860's weaponry and Napoleonic tactics (to a large degree). WW1 was fought with 1915 weapons and Civil War tactics. THe French and Poles attempted to fight WW2 with WW1 tactics. The Germans had 1940's weaponry and tactics and ran over them. The US in Vietnam attempted to re-fight WW2 against any enemy who would have none of it.

Fortunately, the US military appears to have gotten ahead of the curve finally. I hope.
