I don't believe Turkey formally asked, but this is a very serious problem for NATO and the West. First, the EU tells Turkey they cannot join, for very fuzzy reasons, and now NATO's Old European clique have refused to act in unison to defend an alliance that for nearly 40 years defended them from Soviet domination.

In one fell swoop France is determined to undermine the both the NATO alliance and their future role on the world stage. I am sure that whatever follows the UN will not allow France to hold a veto power vote.

Turkey formally asked NATO for help in the event of a conflict, France, Belgium and Germany negated the request.

When I started thinking about my reaction to this news the word "disgrace" immediately came to my mind. When I read a couple of articles I discovered that Rumsfeld has used it, too - so I agree with him this time. The German opposition should start an initiative to get rid of Schröder. This fool mustn't be allowed to be (ir)responsible for German foreign policy any more. Currently he only represents 22% of the German voters. Actually three months ago a well-known German history professor published an article in the FAZ: "Citizens, climb the barricades!"
