Powell has worked the diplomatic channels for two years now. Hussein is stubborn in his refusal to honor his obligations of the cease-fire agreement. It appears that the situation is at an impasse. Powell's impending recommendation to resume military action is a just last resort.

12 years is enough. Leaving Saddam in power promotes terrorism....his regime sponsors and/or assists terrorists, including Hamas and Al Quaeda. It will be far less costly in the long run (both in $$ and lives) to remove Saddam now.
