If he had been forced to justify his aggression verbally before the world community, he never would have been tolerated or allowed. "And a fair chunk of what he did that caused trouble were specific violations of the Versailles Treaty that Britain and France did not call him on" Further support for my point that open dialogue may prevent aggression--and may allow a consensus...and a consistent response to aggression or potential threats.
