The EU doesn't particularly want to be a military power. Some countries in it do want this - mainly the UK, possibly France (but with certain key reservations and restrictions such as independence from NATO, etc) - but others are defiantly neutral and strongly oppose it.

I do think the EU would like to rival the US in economic muscle - but not by dragging down the US, nor is wishing for economic boom a zero-sum game...
