If he doesn't do that, he's going to have to admit that Davis screwed up royally. DAVIS is the guy who decided that the state should interpose as buyer itself between the power companies and the consumers- -in order to assure Davis of re-election. In the process, he bought electrical power under long term contracts at the highest prices on record- -and blew a multi-billion $ state treasury surplus accumulated over decades. And, while state revenues declined steadily as a result of the tech crash, Davis INCREASED state employment dramatically. But it's all Ken Lay's fault.
