I'm encouraged with this visa legislation though. It might err a little to the harsh side in removing the programs completely, but it is clear now that every US based R&D software job essentially exists as a training position to offshore the task. We can't have this, it will destroy the US based software industry. On the other hand if you tell me that we are going to staff a dept in india, and they are going to come up with whatever they come up with themselves, with minimal US based support which is all remote, in my mind that is a healthy competitive environment, bring it on.

There is more to the software industry than just coding. I know when I was in the rank and file, every day I thought about architectural decisions I could make to improve things, and I was at a mid-level in a fairly flat corporate environment. When my career started, we were battling the japanese in manufacturing controls, and they had a hierarchial management structure with a bunch of cronies at the top of their companies who did nothing but play golf all day. That was a means to an end, for them. We'll have to see if China and India can develop cultures that foster innovation within the corporate ranks. I am not sure. I know that Dell was battling china on mfg, and they won, despite obvious higher costs of building a company here.

These visas sucked the life out of the US software industry, I'm glad they are on their way out. I've worked with a lot of great H1-Bs too, who will soon have green cards and that is great. I'm all for diversity but not labor dumping.
