imo, while what you are saying makes good sense, there is precious little scientific evidence to support it, and lots agaist it. health care costs are risinng now because of insane rises in prices of largely unneccesary new drugs. additionally, admin budgets consume huge dollar amounts that do NOTHING for anyones health.
finally, but most challenging, are end of life decisions which are usually not made, and result in large percentages of health care dollars being spent on the last two weeks of life.
