Quebec, in Canada is one model.. Quebec is very different from other provinces in Canada.. Predominant language is French.. From signs to dealing with courts although Federal Institutions are Bi-Lingual, Canada being officially a bilingual country.. Quebec collects it's own provincial taxes etc.. Since 1976, Parti Quebecois, which has an openly separatist charter, have ruled the province off and on, except right now.. And two Referendum have been held where residents of Quebec have voted whether to stay or leave Canada..

You can't get more civilized then that..

The State and local govts. in India do have the responsibility of police, courts, schools (most schools are private), etc.

India drew state borders based on linguistic groups way back in the 1950s. A few additional states have been added in the 1990s by subdividing existing states.

As the govt. at the Center is propped together as a coalition parties, States have been getting more and more assertative.

You are living with old criticisms. India has been making rapid progress in the last decade. You can see it on the faces of the new generation! Go visit sometime.
