I don't follow the NFL close enough to come to a conclusion. It is possible, though, that the NFL commissioner and his associates are trying to "add more color" to the league, but the owners and the coaches will take whoever will win regardless of race.

I don't think it is true. I also don't think its Rush theory. Rush's theory is that some in the media give an exaggerated appraisal of McNabb's abilities because he is black. Not that NFL teams exaggerated Mcnabb's ability.
