Let me guess his recommendation if the same stuff happened to a "liberal" pontificator: Lock him up for 20 years at a south Florida work farm. Has Limbaugh ever suggested we should "lock up" drug addicts? Admittedly, I seldom catch his show these days, but I don't remember him ever suggesting we should do this.
