Without tax increases it's next to impossible.

I don't recall getting an answer from you about why Arnold can't simply roll back spending to where it was when Davis took office, increased upward by 13.25 percent for inflation and 6 percent for population growth. That would involve no tax increases. Why is that "next to impossible?"
