No, I wouldn't make them repeat the class. I agree that's a waste. But there has to be a penalty. A lunch hour under your whip is not enough. The penalty has to be at least equivalent to what it would have cost them to do the work in the first place.

K said something important though- You need to be sure you have enough stuff from them that you can give an objective grade and justify it if anyone questions it.

I am big on CYA when you stray from the ordained path. So if you figure out an alternate way that Brian satisfies the requirements without forcing him to do everything by the book, that's fine. I think your concern was that since other teachers may not take the time or care enough to ascertain whether he knows the material, he gets retained, which just compounds the problem and wastes resources on someone who has no need of them.
So an F seems silly.
But I think the responsibility for the ultimate grade rests on Brian. If he is not doing the work only because he is bored and doesn't want to, I am not terribly sympathetic. Lots of bright kids do the boring work.
It would be nice if he could see that this is about keeping options open for himself. But of course he is a teenager and I don't think they see very far- except in some dreamlike I'm going to play in the NBA, be a star, oust Bill Gates kind of way.
So that is why I think doing some adjusting is ok, but if he's just lazy, there's a price to be paid- now and certainly later so you don't want to reward it too much-
I think I am starting to go into the My Precious routine again.....
