I don't know about Switzerland, but it is not true that they need no air- conditioning in France during August. Even in Paris, which is on about the latitude of Montreal, it is often enough about 90 degrees by mid- afternoon in early August. I would imagine it is worse in the South, especially if not directly on the water, as in Provence. Since there are always going to be hotter than normal periods, there should have been preparation.

As it happens, most of the deaths would have been avoided had there been air- conditioned shelters available during the worst parts of the day, but, instead, the situation festered and spilled over into the emergency rooms, which were ill- prepared to handle things. Even hospitals and nursing homes rarely have air- conditioning, so it was necessary to get the already ill elderly into a regimen of sponge baths, which is labor intensive.

Anyway, the government has been strongly criticized for its lag in responding to the emergency, so there is at least a sense that something was amiss in France itself.........

Disasters and debacles happen everywhere- regardless of politics and economics.

Did you hear that the feds had denied Davis money for California to help us clean out dead wood from the forests? There's a debacle. It doesn't have much to do with our economic system- but it might have something to do with politics...we'll see.

Here's a link- I happen to think this one was a lot more obvious than the need for air conditioning in France:
