A simpler method would be that a condition of receiving funds from any public assistance program, the mother would have to agree to the implant that works as a contraception. Radio personality Bob Grant advocated this.

It would be basically voluntary. A trade. A poor women would trade eligibility for public assistance for her right to have more children. Seems fair to me.

Besides we're getting all the Illegal Aliens, er undocumented workers, er new citizens we can handle already.
