I tried 2 pop up blockers before I found POW from AnalogX. I like it pretty well but it might not do what you are expecting. It will not delete any popups until you identify a window as a popup. Whenever you have it running and get a popup you right click on the icon in the tray and select add/delete popup, this opens a small window which shows you all of the windows you have open. Then you select the one which is the popup by double clicking on it. This adds it to the list of popups which Pow will not allow to be downloaded again.

If you wish you can then further edit how it will handle the url by selecting a url in the list of the ones to be deleted and click on "edit". This allows you to shorten the name of the popup by adding a "*" to a shortened version of the url. For example if you have an item on your list of which is identified as "Cheap Tickets" you can edit it to be "Cheap*" and it will delete all popups that start with that. Also all websites that start with Cheap. This is case sensitive I believe. Press enter after editing.

The link takes you to a page that describes the program. The link to download it is on that page if you want to try it. AnalogX is one of the free download sites that I trust. I have seen them linked to from reputable sites several times.

Deleting a write ptotected file-> (don't know if this will work in your case but I think it will)

from--- softwaretipsandtricks.com

"When i tried opening or deleting the folder as Administrator in Safe Mode it still gave me the "Access Denied" message. However, I could go into the folder properties and change the ownership of the folder, subfolders, and contents over to Administrator. (In folder properties, go to the Security tab, then go click Advanced, then go to the Owner tab...Select the user to whom you want to give ownership, then check the box to "replace owner on subcontainers and objects"). This then allowed me to delete it. "

I have used this popup blocker for about a year and never get any popups. It was recommended by someone on this thread.

If the pop up is a result of spyware try using ad-aware.
