As soon as the Spanish violence is proven to be caused by foreign terrorists it will be time for the UN to act.

An international problem exists which cannot be solved by diplomacy alone.

The UN must decide whether to support or implement some real action, and if not they can no longer condemn unilateral preemtive actions by individual Nations in protecting their citizens.

Running after terrorists after the bombs go off is not a viable solution.

The UN has a choice, to rapidly fade away into obscurity as an ineffective tool, or to take a firm stand in helping prevent terrorism and define the permissible tools and actions.

Time for talk has expired, we may not even have a week,
before a subway or a 200 mph French train is destroyed.

Will the UN accept a leadership role, and if not, who will?

So you are saying that local governments could just hire mercenaries that run around different countries (where permitted) and kill anyone they think is appropriate?

An re public pressure on non-cooperating governments??? Is that like North Korea, for instance? Or Iran, for instance?

Boy, THAT would really scare them into submission.
