From what I saw he was saying what happened was wrong. Condemned the actions. That was good enough for me. May be you need him to drop to his knees so hard he breaks them and scream Allah, please forgive me for what those nasty people did.

I think an apology would be against OUR principles. It would be unconscionable for the CIC to prematurely (before court martial) declare the truth of the matter, when in fact it has not been established. Police Chiefs are often under the same duress when officers are accused of wrong-doing. Video or no it is not the kosher thing to do and every lawyer on this site would tell you the same.
