More of their activity is focused on posturing ....

Europe is in the process of uniting.

It's in the position of the American States under the articles of confederation. It is only a matter of short time before they become a unified country.

The U.S. by contrast is under assult from within. The neocons hope that they can create chaos and reorganize institutions with their folks in charge. They get more chaos and opposition than revitalization. They want a bankrupt government so they can dominate the power structure from interlocking corporate boardrooms.

In a few years, the people of the U.S. will look up and see they are no longer in charge.

In a few years we will hope the people of Europe are not vindictive and unilateral.
