Of course he feels like he's above the law, his whole damn family is that way. He wasn't held accountable when he ignored SEC rules not to sell shares of the corporation he flushed down the toilet, his brother was never held accountable for the S&L scandel that cost us a billion dollars.... it's up to the people of the US to hold him accountable and send him back to Texas, along with the congress that has failed to do their duty on the checks and balances that were designed to keep people like him in check.
