If they are tracking an actual bomber and need to block the roads to look for him, what alert would that be? Do they have a code for that?

I would expect the FBI and ATF folks to be involved and local police to do the roadblocks and perhaps the chase.

I think you would see local warnings only in that situation.

We had that a few times and there was no announced code. They closed the interstates here on 9/11 and several times for the DC sniper. Road closings weren't even reliably announced let alone a code change.
