I agree that Medicare can't be directly cut, but if overall medical costs were cut, then Medicare costs would go down, too. That's a systemic problem, not a budget problem.

Medicaid costs would be reduced if people had long-term care insurance so they wouldn't have to go on the dole. LTC insurance isn't that expensive, particularly if you buy into it early.

Perhaps the premium can be raised...

Possibility.
