I think there is a lot of truth to it. We have always had this, "lets turn them into MEN!" from a lot of people. Powell's big push to require some sort of universal service for all is a good example. You see it now with the "required service" demanded for HS Graduation at some schools. Colleges push the "mandatory volunteer" concept a lot.

It's slavery, pure and simple. We used the draft back when we needed massive amount of troops and had time to train them. We need much more qualified young men now who can absorb the material material quickly. Stupid troops get themselves and others killed.

The best example I think of offhand for this is the battle of the bulge. Colonel Jochen Pipier complained mightily about "the goddam enginers" who fought his advance. They were the smartest and best trained troops against him. The American troops that surrendered "en masse" were largely recent draftees with minimum training.

What has always been your advice as a personnel type when you had an employer who couldn't get the help they wanted? Offer a better deal, right? Same thing now.

IMO, we are underpaying younger officers and NCO's and overpaying the older ones. This is born out in entry and retention rates. There is too much of a "civil service" attitude in Military personnel departments.
