I don't thin you could ever get your 20 year rule to stick. First of all, they could just get a job in another industry. Since they have shown their willingness to sell their soul for money they will be hired on readily. And even if you could get it to stick, I think you would end up with the same result as they say about drug dealers: you put one in jail and 3 more pop up to take his place, because the money is so good. Unfortunately there is no shortage of people who will bend their principles if the pay is right, assuming they have principles.

Another idea I think would be a good one would be to put a cap on CEO compensation. Say maybe at 10 times what the lowest paid worker gets.

Another legislation I would like to see is mandatory disclosure by all public companies of who owns their debt. At least 5% owners and larger. This country (and the world) is controlled by those who own the debt.
