How would a balance budget amendment work in a crisis like Katrina? Would the President authorize an overage by executive order?

Well, if you package a Balanced Budget Amendment with Term Limitations and some type of Voter Responsability Law, then you got my vote. Add to it Tax Simplification, preferably a flat tax or VAT then you got my enthusiasm. jdn
