Looks like FEMA is starting to get its act together.

"The Federal Emergency Management Agency now says it will reserve some hurricane recovery contracts for minority businesses in the SBA's 8(a) program. Preferences will be given to businesses who hire Gulf residents, FEMA says."

The Capital Formation Act of 2006 sounds like a good idea. I still have a problem with multiple taxation of one income event. When government taxes corporate income they have already taxed the dividends and capital gains. Taxing them again is accurately called double taxation.
