JL and I have been attempting to discuss it for days now (he posted that editorial *first*).

Example:

You are certainly free to draw any sort of conclusion that you want to from current events --- but you would be wrong to attempt to make a conclusion about the 'President's veracity' from an investigation that was SPECIFICALLY excluded from considering any such matters.

What is it about 'tasked with investigating the intelligence supplied to the administration' but NOT permitted to investigate what the administration did or didn't do with said intelligence that you find difficult to understand???????

Correct. The panel was SPECIFICALLY EXCLUDED from considering all questions of how the administration reacted to, or handled the intelligence information supplied to it.

So... it is simply a false statement to claim that the panel *concluded* ANYTHING in regard to the question of whether or not the President 'lied' or 'misused' information. It was not an area their investigation ventured into.
