10 out of population of how many? You think they're on the dole but you don't know.

Child abuse exists in the wealthiest of families, it is hidden but it is there.

How are children 'on their own' if there is a foster care or welfare system which you dislike so much? Are there private groups willing to adopt them out of the system to prevent such abuse?

If so, why are there still children in the 'system' being abused at all if there are private organizations and people willing to fix what government cannot?
