Our definition for what should appeal to hearts and minds in the Arab street is a prescriptive one, holding out what we think should appeal to them the most, based on our own rational analysis. What may actually work could be quite different.

What do you see a hearts and mind moment being? We haven't guessed correctly yet.
Again, I think we err often because we interpret everything from the western POV. Until you understand someone, you can't know what will move them. This admin either didn't see the need to understand, or just didn't care.
