I think often when there is a lot of territory to make up that it is easier for the country to do so under a strong leader than it is as a democracy. Look at the Democrats and Republicans, they hate each other and find it difficult to find any common ground, on SI they find it hard to even be polite about each other's leaders. Faced with a country that is 30 or 40 years behind, the best answer may well be a single leader, even if it isn't "our" system. As the society gets more progress it is possible to debate options, during the building process those debates can be less than helpful.
