Each program needs to be evaluated on it's merits

Where do you even begin in a place like HUD and HHS? They can't even account for large fractions of what they spend each year.

The idea that the bureaucracy can be tamed is essential to the liberal ideology but it is a pipe dream.

Conservatives want to do no such thing. Even most libertarians want to do not such thing. Anarcho-capitalists would want not government (at least no government as we currently no it today and no taxes), but they are few and far between. I can't think of any really prominent anarcho-capitalist, or any national or major state level politician who supports something that even approaches anarcho-capitalism.

The question is not spending or taxes, it's how much and where it's spent.

Where and how the money is spent is obviously important. But any government taxes or borrowing (and thus indirectly and government spending) does harm. In some case the spending is beneficial enough to do more benefit than the harm, but the harm is still real, even where there is a net benefit. And a lot of spending doesn't produce a real net benefit. Some of it even produces direct harm without having to consider the harm done by the taxes or borrowing.
