2. The 50% of men who are not qualified for military service - They should not get a free ride this time. Put them to work elsewhere in government for a year or two, thereby also giving them a stake in America. If you are drafted for 2 years military service, then the service for not going into the Military should be 4 years, to provide a positive and real benefit for defending your country. Also provide Military Service with interest free loans for education, but not for civil service.
