I suppose there are two ways in which one can define < 0 gods:

(1) you can define it on "moral plane"; So less than zero gods would mean devil worshipping and the like. This being a sci-fi story, you could define a universe in which destruction (rather than creation) the key attribute of god. Also, such a god would be associated with darkness (and energy preservation) rather than light (and energy expansion).

(2) you could define it on a relationship plane. So having less than zero gods would mean that there are plenty of worshipers (as oppose to gods who are worshiped). This would mean that you are writing the story in a world where everyone is a god and perhaps they wage religious wars over their worshipers.
