I do believe we have kept them occupied in various theaters and I do believe that we have done a reasonably good job of defending the homeland. However much of what you say is true. If the war in iraq ended tomorrow, al quaeda there may continue to fight there, be driven out, leave voluntarily etc. but they would be boarding planes, boats and trains and coming here. That is a totally silly argument from this administration.
Wars are fought. Some battles are lost along the way. Hell, if we lose in iraq, we may have a better chance of defeating the terrorists than if we continue to fight this war. Now it serves as a magnet for terrorists. With us out, the iraqis can either go to civil war or perhaps they have incentive to make peace among them and kick out the terrorists. Some oil revenue, some decentralization and some power for tribal leaders may just do the trick.
