Hawk is saying that we need to set policy based on what the Islamic fundamentalists are showing us they are willing to do to accomplish their goals.

Actually, I'm just stating the reality of it all.. The Taliban took an already brutalized population, full of orphans from the war against Soviet occupation, and succeeded in brutalizing that society even more. Then they permitted terrorist groups like Al Qai'da to establish sanctuary and training bases within the country in order to wage global Jihad.

This is what I fear will happen in Iraq. The power of sheer oppression, terror, and overt brutality is a quite persuasive against a people who are defenseless against it.

The primary difference from Afghanistan is that Iraq (or any partitioned segment of it) has a hell of lot of wealth (oil) that could readily be funneled into some very sophisticated terrorist operations.

We cant meet this evil head on anywhere and everywhere and continue to fight it using failing measures when the situation calls for a shift in policy.
